The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis Geophex, LTD upon the basis of the authority provided at FAR 13.106-1(b).

ERDC-CRREL intends to procure two (2) Polaris MRZR Alpha 4-Cab systems, two (2) Polaris MRZR Alpha 4 Track systems, and the support of one (1) Polaris certified field service representative (FSR) to install the cab and tracks and provide repair support for CRREL’s existing Polaris MRZR Alpha 4 vehicles to address transmission issues.

Requirements: The systems and services provided are as follows:

Polaris MRZR Alpha 4 Cab:

• Two (2) complete Polaris Alpha 4-cab systems (p/n number 2890249).

• System shall include heater/defroster, wiper, battery warmer, and block heater.

• Polaris Field Support Representative to install Alpha cab systems.

Polaris MRZR Alpha 4 Tracks:

• Two (2) complete track systems (p/n 2890492) specially designed and tested for the military.

• System shall include 4 tracks (two front and two rear), and the mounting hardware to install them.

Polaris FSR Support to Install Cabs on MRZR Alpha 4s:

• One (1) Polaris FSR Support (p/n PD1275) to install the Polaris Cabs on the MRZR Alpha 4 located at CRREL in Hanover, New Hampshire.

• One (1) Polaris FSR Support (p/n PD1274) to install the Polaris Cabs on the MRZR Alpha 4 located at CRREL, Fort Wainwright, Alaska.

Polaris FSR Support to diagnose and repair transmissions on the two MRZR D4s:

• One (1) Polaris FSR Support for transmission work on the Polaris MRZR D4s located at CRREL, Hanover, NH

• Support is needed to troubleshoot, diagnose, remove the transmission if needed, and teach CRREL how to remove problematic transmissions in these vehicles.

Polaris Industries Inc has been identified as the only source capable of fulfilling the Government’s requirement. The Polaris Alpha vehicles and supporting accessories/services required are noncommercial items provided exclusively to the Government by Polaris Industries Inc. The requested Polaris cabs and tracks are the only items that are interoperable with CRREL’s existing two (2) Polaris MRZR Alpha 4 vehicles and systems used by other military groups for comparative testing. Additionally, the services required to address the transmissions issues on CRREL’s existing Polaris D4s vehicle must be provided by Polaris field service representatives (FSR) to maintain its warranty. Failure to procure the Polaris cabs and tracks and services from Polaris Industries will 1) void the warranties, 2) render all historical modeling performed non useable and 3) disable CRREL from providing accurate and relevant test solutions to other military groups; thus, resulting in unacceptable project delays and duplication of costs to the Government.

This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Responses to this notice will not be considered as a response to any solicitation, a request to be added to a

prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
