This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of small business firms for a potential small business category type set-aside. No proposals are being requested or accepted with this synopsis. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential offerors having the skill, and capabilities necessary to perform the described project are invited to provide feedback via email to Zavien Beal at Zavien.T.Beal@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources to include small business in the following categories: Certified 8a, Certified HUB Zone, Woman-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB) for a Market Survey for a Service Contract for Research and Development for the Coastal and Hydraulics Laboratory. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Other Than Small Business Procurement. Other than Small Businesses may respond to this NOTICE in the event the market does not indicate Small Business interest, however, preference will be given to the Small Business categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors.

Project Description

The US Army Corps of Engineers (USACE), Cold Regions Research Environmental Laboratory (CRREL), has an upcoming acquisition that includes the following tasks:

Tasks

The contractor to maintain mechanical equipment at the U.S. Army Corps of Engineers Cold Regions Research and Engineering Laboratory (CRREL) facility at 72 Lyme Road in Hanover, New Hampshire. The purpose is to maintain mechanical equipment with minimum disruption in performance and in accordance with the manufacture’s specifications.

The contractor shall provide all management, quality control, labor, supervision, parts, materials, tools, equipment, supplies, and transportation to perform in accordance unless otherwise specified herein.

Mechanical equipment to be maintained includes, but is not limited to, the following: heating, ventilation, and air-conditioning systems; humidity control systems; fume hoods; environmental chambers; special laboratory equipment; pneumatic controls, electronic controls such as DDC and SCADA systems industrial refrigeration systems, gate operators, vehicle barriers, research cold rooms, reverse osmosis and deionized water systems, ductwork, air compressors; vacuum systems, filters, overhead doors, and other mechanical systems.

This project is planned for advertising in early 2023 under FAR Part 12 - Acquisition of Commercial Items and utilizing FAR Part 13- Simplified Acquisition Procedures. The NAICS Code is 23820 Plumbing, Heating, and Air Conditioning Contractors) with a size standard of $19M. The duration of the project would be five years.

Firm's response to this Synopsis shall include the following information: Interested contractors must submit the following in response to this announcement:

1. Firm's name, address, point of contact, phone number, e-mail address, DUNS number, CAGE code, and Tax ID number.

2. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, or WOSB.

3. Firm's capability statement (include comparable work performed within the past 2 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide one example. If utilizing the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet these criteria.

4. Firm's interest in quoting on the solicitation when it is issued.

5. Firm's Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable

Potential Offerors must be registered in the System for Award Management (SAM) in order to conduct business with the Government.
