This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number W913E523Q0005 is being issued as a request for quotation (RFQ).

The associated North American Industry Classification System (NAICS) code is 334513 – Instruments and Related Products Manufacturing for Measuring, Displaying, Controlling Industrial Process Variables was determined to best represent this requirement. The small business size standard is 750 employees (PSC – 6640). This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.

The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a brand name requirement for two (2) Campbell Scientific IRGASON Integrated CO2/H2O Open-Path Gas Analyzer & 3D Sonic Anemometer that will be delivered immediately and two (2) Campbell Scientific IRGASON Integrated CO2/H2O Open-Path Gas Analyzer & 3D Sonic Anemometer that will be option years delivered 30 September 2023. CRREL requires a sensor to combine all measurements required for a snow research project at an established site the Sierra Nevada Range into one system, measuring the same atmosphere volume, to fit on a robotic arm that operates to move that sensor to the correct level above snow cover as the height of the snow surface changes throughout the season. The sensor needs to measure 3-D wind speed, absolute carbon dioxide and water vapor, air temperature, barometric pressure, and sonic air temperature to the specifications listed in below descriptions. The IRGASON Integrated CO2/H2O Open-Path Gas Analyzer & 3D Sonic Anemometer shall be brand name to Campbell Scientific LLC. Please reference the attached RFQ for applicable provisions and clauses.

The following factors shall be used to evaluate offers: ability to meet the required brand name specifications and price.
