Description

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to PP Systems International, Inc. upon the basis of the authority provided at FAR 13.106-1(b).



ERDC-CRREL intends to procure CIRAS-4 Portable CO2/H2O Gas Analysis System and its component parts to collect photosynthesis and chlorophyll fluorescence data utilizing four independent, non-dispersive Infrared gas analyzers for simultaneous, continuous measurement of reference CO2 and H2O and sample CO2 and H2O and simultaneous measurement of chlorophyll fluorescence or independent chlorophyll fluorescence measurements.



Requirement: The system shall include the following:




  • One (1) CIRAS-4 Portable CO2/H2O Gas Analysis System (p/n CRS400)

  • One (1) PLC4 Universal Leaf Cuvette (p/n CRS401)

  • One (1) CFM-4 Chlorophyll Fluorescence Module (p/n CRS406)

  • Five (5) CO2 Cartridges, 8.4g (box of 10) (p/n STD030)

  • One (1) SRC-2 Soil Respiration Chamber - Closed System (p/n ACS041)

  • One (1) CPY-5 Canopy Assimilation Chamber - Closed System (p/n ACS042)

  • Packaging & Shipping FOB Destination to Hanover, New Hampshire



PP Systems International, Inc. has been identified as the only source capable of fulfilling the Government’s requirement. The Ciras-4 Gas Analysis System by PP Systems is the only known portable photosynthesis and chlorophyll fluorescence system on the commercial market capable of supporting backwards compatibility to CRREL’s existing equipment which is necessary to ensure interoperability between any new and existing equipment. Other commercial gas analysis systems researched were not capable of meeting the interoperability, size, weight, accuracy, and/or lighting requirements which are critical to CRREL’s research needs. Full interoperability is required to allow the system to take accurate measurements and function seamlessly while deployed in field experiments and alongside other CRREL assets. PP Systems International has been identified as the only company authorized to distribute PP System products in the United States. Due to the unique nature of the requested specialized equipment that will enable researchers to continue collecting on-going photosynthesis and chlorophyll fluorescence data, PP Systems International, Inc. is deemed the only provider reasonably capable of fulfilling the Government's requirements.



This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Telephone responses will not be accepted.



Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.



Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
