Description

This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.



The solicitation number W913E523Q0015 is being issued as a request for quotation (RFQ).



The associated North American Industry Classification System (NAICS) code is 334519 – Other Measuring and Controlling Device Manufacturing, which has a size standard of 500 employees. This requirement is available for full and open competition.



Overview. The Contractor shall deliver a small, lightweight, cold-weather capable, multiple offset ground penetrating radar system operating at 500-Megahertz (MHz) frequency for use in snow-pack characterization of both dry and wet snow conditions ranging from 5 °C to -30 °C. The system must be portable on foot by sled by an individual and capable of being mounted on a snowmobile and weigh less than fifty (50) pounds total, excluding the post-processing hardware system required to analyze data. Technical and General requirements for this procurement are outlined below:



Part A: Description of Requirement (DOR) Technical Requirements:



The full system shall consist of: One (1) complete 500 MHz multi-offset radar system, five (5) 500 MHz transmitters, five (5) 500 MHz receivers, a power system, a power charger and cable, transducer cables (10m and 30m) odometer wheel and cable, data analysis software, and shipping.



The system must be capable of being used in harsh, extremely cold field conditions (down to -30 °C). Specific technical details for this procurement are outlined below.



1. The radar shall be a flexible, field capable, able to be used for snow-pack characterization studies specifically able to:

a. detect snow surface conditions for properties characterization in both dry snow and wet snow conditions

b. operate at 500 MHz in a multi-offset configuration



2. Cold Climate Capable: Operational Characteristics

a. Operating temperature: -30–5 °C (-22–32 °F)

b. Humidity: 95% non-condensing



3. Size/Weight – the system shall be capable of being “person portable” in remote field areas

a. The radar system must be light weight and compact, weighing less than 50 lbs. total so that it can be pulled on a sled by a person on foot, or mounted onto a snowmobile.



4. The hardware for the radar shall include rugged design packaging: meaning that the system is ruggedized so that it will be fully functional under and impervious to cold conditions (see item 2 above), wet conditions such as driving rain or working in slushy wet ponding snow, as well as extreme wind-driven dust conditions.



5. The hardware shall include the power system and cables to run the radar system, multiple (5 each) 500 MHz transmitters and 500 MHz receivers, cables to connect the radar control unit and transmitters/receivers, a communication cable, and an odometer wheel and cable.



6. Software for data analysis shall be included.



Part B: DOR General Requirements




  • Delivery Location: The quote needs to include all costs for delivery of the required hardware to CRREL. CRREL’s address is 72 Lyme Road, Hanover NH. Items shall be shipped via tracked freight such as FedEx.

  • Schedule: CRREL requires the vendor provide an estimated “ship to CRREL” date in their quote that includes all integration work.

  • Invoicing: Be sure to carefully follow instructions in Section G, especially to include in the email CC line all the POCs listed in Section G during your invoice submission. Failure to include all these POCs may result in invoice rejection and/or delayed payment. Please immediately notify the POCs listed if you experience any problems or delays during invoicing. Invoices shall only be issued by the vendor after CRREL has received and inspected the equipment.



Please reference the attached RFQ for instructions and applicable provisions and clauses. The following factors shall be used to evaluate offers:




  1. Ability to provide a GPR system in accordance with Section C, Description of Requirement;

  2. Total quoted price (including shipping)



Award will be made to the responsible offeror whose quote represents the lowest price technically acceptable (LPTA) offer.

Payment Terms: Net 30
