This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W50S8A-23-Q-0016 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 – Plumbing, Heating and Air Conditioning Contractors. This requirement is 100% set-aside for small business size standard of $16.5 million dollars or less, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on Friday, 1 Sep, 2023 at 1600 hrs Eastern Time. Free On Board (FOB) Destination shall be required to 302 Newmarket Street, Newington, NH 03801. The Government intends award of a Firm-Fixed Price (FFP) contract.

The NHANG has a requirement for the replacement of the current chiller in Building 156. The current chiller in the building is increasingly malfunctioning which is affecting mission essential operations for the base. The current chiller needs to be removed, a new chiller must be purchased/installed and the HVAC system in the building needs to be reconfigured to operate with the new chiller and any other essential equipment. The proper operation of the chiller in this facility is crucial to the operations of the Pease International Airport and NHANG flying operations. Please see below for information on site visit.

CLIN 0001: Removal and disposal of existing chiller and dry cooler in accordance with Performance Work Statement (PWS) (QTY= 1 JOB)

CLIN 0002: New 50 ton chiller equipment and installation to provide a complete and usable system in accordance with the PWS (QTY= 1 JOB)

CLIN 0003: Reconfiguration of HVAC controls to integrate new chiller and equipment into building HVAC system in accordance with PWS (QTY= 1 JOB)

CLIN 0004: One (1) year warranty, if separately priced, on all labor, materials, components, and associated services IAW para 5.4 of the performance work statement (QTY= 1 JOB)

Quotes must be valid for 60 days.

Telephone inquiries will not be accepted. If the Government responses to technical questions affect the Statement of Work requirements or any other portion of the solicitation, then an Amendment of Solicitation will be issued. CHILLER NOTICE OF PRE-BID SITE VISIT

A pre-bid site visit will be conducted on Tuesday, August 15, 2023 at 09:00 AM EST regarding this solicitation. This site visit will be held at the New Hampshire Air National Guard, Bldg 156, Pease ANGB, NH. Interested contractors are highly encouraged to attend the site visit and are invite their potential subcontractors. Please arrive 10 minutes early for identification validation with the gate.

Due to security restrictions, all offerors must register to attend this site visit. Please email the following information for all attendees to victoria.s.eshenour.civ@army.mil and matthew.r.lapointe.civ@army.mil.

This information must be provided no later than 2 business days prior to the site visit to ensure access to the military base. Even if you have access to the base you must register to ensure adequate capacity. This information will be provided to the base Security Forces who will authorize your sponsored entrance to the site.

The furnishing of the above information is voluntary. However, your failure to furnish all or part of the requested information may result in the Government’s denial of your access to the base.

Visitors must be escorted onto base through the installation’s Contractor Entry Gate prior to arrival. The contractors & visitors will meet in the parking lot outside the Contractor Entry Gate and once all contractors have arrived and signed-in, a Government official will escort everyone through the gate. You will be required to present a valid driver’s license upon arrival. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.

Information provided at this site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

A record of the site visit shall be made and furnished to all prospective bidders via posting at

http://www.sam.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.
