Description

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis Riegl USA, Inc. upon the basis of the authority provided at FAR 13.106-1(b).



ERDC-CRREL intends to procure one (1) Riegl VZ400 Terrestrial Laser Scanner (TLS) with full-waveform processing and associated accessories, meeting the specifications below, for new field deployments toward acquisition of terrain and surface characterization as well as to be used interoperably with an existing Riegl VZ400 for high-resolution 3D terrain data collection.



Specifications: Requirement: The system must be field capable and shall fulfill to the following specifications:




  • One (1) Riegl VZ400 Terrestrial Laser Scanner (TLS)

  • Full-waveform processing

  • Laser scanning system with 300kHz pulse rate and 360o x 100 o field-of-view

  • Laser beam divergence of 0.3 mrad or less

  • Integrated GPS receiver for precise time-tagging of point cloud data

  • Scan range of at least 500m with a repeatable accuracy of 5mm

  • Eye Safe Class 1 1550nm wavelength laser

  • Full waveform data acquisition with real-time online waveform processing

  • Compatible with Riegl PH-400/1000 environmental housings

  • Wireless and RJ45 network connection communication compatibility.



CRREL operates several Riegl airborne laser scanning systems alongside custom integrated platforms, processing and analysis software related to these systems. CRREL will leverage these Riegl-specific existing in-house hardware and software uniquely designed to work with Riegl equipment and full-waveform data. The Government’s research requires a system that is compatible and fully interoperable with existing in-house hardware and software uniquely designed to work with Riegl equipment and full-waveform data; full interoperability is required to allow the system to take accurate measurements and function seamlessly while deployed in field experiments and alongside other Riegl assets, and in workflows and software environments developed with Riegl systems.



Riegl USA, Inc. has been identified as the only company authorized to distribute Riegl products within the United States. Riegl maintains proprietary rights to the scanners necessary to fulfill the Government’s requirement. Continuity between equipment is imperative to maintain operational success and no substitutions are technically acceptable.



This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Telephone responses will not be accepted.



Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.



Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
