THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT



AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.





The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.501, with Metabolic Solutions 460 Amherst St Suite 5, Nashua NH 03063, USA, as the only responsible source that can provide stable isotope analysis services of human urine, blood, saliva, fecal, muscle, and ribonucleic acid (RNA) samples. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2023-12 are incorporated.





The US Army Research Institute of Environmental Medicine (USARIEM) intends to procure a Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed-price contract with a five year ordering period. The vendor shall meet the below requirements:





The most critical aspects of the stable isotope analysis services required herein are that they are performed at a laboratory that (1) has the ability to use gas chromatography isotope ratio mass spectrometry (GC-IRMS) methods that allow for the administration of less isotope tracers to research participants and allows for the detection of smaller differences between treatments; (2) can prepare biological samples (i.e., dry down, ground) when necessary for isotope analysis services; (3) has expertise in stable isotope-based methods of substrate metabolism and the ability to perform the associated data calculations for substrate kinetics (i.e., fractional synthesis rates); (4) can provide custom services for developing and implementing stable isotope-based research techniques from previously-published research; (5) has a documented history of contributing to peer-reviewed publications using these technologies and expertise; and (6) can analyze samples using the same methodology that has been used in prior USARIEM field studies and laboratory studies in order to reliably compare results across studies.





The intended procurement will be classified under North American Industry Classification System (NAICS) 621511 with a Small Business Size Standard of $41.5M and the PSC is AN12. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
