Description

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Riegl USA, Inc. upon the basis of the authority provided at FAR 13.500(a)(1)(i).



ERDC-CRREL intend to procure one (1) Gamma Portable Interferometer which is a real aperature polarimetric, Ku band coherent radar capable of collecting and generating interferograms to identify surface displacement along the line of site of the instrument. This specific equipment is vital to CRREL’s on-going research in performing data collections and analyses that are full compatible with datasets being generated with a partner group conducting the same analyses at the University of Alaska Fairbanks (UAF).



Gamma Remote Sensing Research and Consulting AG has been identified as the only source capable of fulfilling the Government’s requirement. The Gamma Portable Radar Interferometer is a unique and original solution for the necessary advanced radar acquisition capabilities required to collect and analyze data for on-going research in the same exact manner as a partnering group’s existing two (2) GPRI instruments ensuring data, hardware, workflows, and training from both groups is fully, seamlessly, interoperable; and that the sensor can be interlinked to operate in a bistatic mode. The Gamma system is the only real aperture, coherent, Ku band, polarimetric ground based radar interferometer in production. Gamma Remote Sensing is the original equipment manufacturer (OEM) and has confirmed there are no U.S. authorized distributors nor service providers of their equipment or services. Due to the proprietary nature of the requested instrument, the necessity for complete interoperability and interchangeability with existing partner group’s GPRI, and its compatible with training, workflows, hardware, and data processing software that has been developed over the course of several years by CRREL and UAF partners for determining elastic strains and identifying fractures from GPRI data, Gamma Remote Sensing Research and Consulting AG is the only provider reasonably capable of fulfilling the Government’s requirements.



This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Telephone responses will not be accepted.



Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.



Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
