This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number W913E523Q0025 is being issued as a request for quotation (RFQ).

The associated North American Industry Classification System (NAICS) code is 333517 – Machine Tool Manufacturing which has a size standard of 500 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.

The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, New Hampshire requires the procurement and installation of a benchtop grinder-polisher with automated capabilities to prepare custom substrates for research into ice adhesion.

Specifications: The grinder-polisher system shall adhere to the following specifications (see Section C, Description of Requirement in the Request for Quote (RFQ) for full specifications):

• Must use platens of at least 12-inches.

• Ability to use blank specimen holders (at least 7-inches in diameter)

• Must have ability to program multi-step grinding-polishing procedures through LCD touchscreen.

• Shall include ability to provide both central and single force specimen pressure.

• Allows platen and sample head to spin clockwise and counter-clockwise.

Please reference the attached RFQ for instructions and applicable provisions and clauses. The following factors shall be used to evaluate offers; 1) technical ability of the item offered to meet the Government’s requirements, and 2) total quoted price (including installation and shipping costs). Award will be made to the responsible offeror whose quote represents the lowest price technically acceptable (LPTA) offer.
