This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W50S8A-23-Q-0006 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-02. The associated North American Industrial Classification System (NAICS) code for this procurement is 562991 Septic Tank and Related Services, a small business size standard of $8.0M. This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on 05 May 2023 at 2:00 PM Eastern Standard Time. Free On Board (FOB) Destination shall be required to 302 Newmarket Street, Newington, NH 03801. The Government contemplates award of a Firm-Fixed Price (FFP) contract.

The New Hampshire National Guard seeks to rent 200 portable restrooms and 50 handwashing stations as follows:

CLIN 0001- ADA Compliant Portable Restrooms (QTY= 1 JOB) (NOTE: 1 JOB = leasing of 25 units. See PWS)

ADA Compliant Portable Restrooms to include toilet paper, hand sanitizers, and urinals between 07 September 2023 and 12 September 2023.

CLIN 0002- Standard/Economy Portable Restrooms (QTY= 1 JOB) (NOTE: 1 JOB = Leasing of 175 Units. See PWS)

Standard/Economy portable restrooms to include toilet paper, hand sanitizers, and urinals between 07 September 2023 and 12 September 2023.

CLIN 0003 – Portable Handwashing Stations (QTY= 1 JOB) (NOTE: 1 JOB= leasing of 50 units. See PWS)

Portable Handwashing Stations with an internal/on-board supply of water, soap, and hand towels between September 7, 2023, and picked-up September 12, 2023

CLIN 0004- Cleaning & Flushing of Portable Restrooms (QTY= 1 JOB) (See PWS)

Service for all portable restrooms and handwashing stations during of the evening of Saturday, 09 September 2023 between the hours of 1800 and 2100.

Quotes must be valid for Sixty (60) days.

Interested parties shall agree that, in order to be eligible for award, they shall remove any branding/signage/language from their porta johns that contain verbiage deemed offensive to women, minorities, or other ethnic groups.

Telephone inquiries will not be accepted. If the Government responses to technical questions affect the Statement of Work requirements or any other portion of the solicitation, then an Amendment of Solicitation will be issued. The subject of your email must include your company's legal name, state the nature of your email and include the Solicitation Number W50S8A23Q0006. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

Registration must be "ACTIVE" at the time of award.

In order to be considered for award, interested offerors must provide, along with their quotes, the representations and certifications regarding certain telecommunication and video surveillance equipment or services as follows:
