Description

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to LI-COR, Inc. upon the basis of the authority provided at FAR 13.500(a).



ERDC-CRREL intends to procure three (3), and optionally, a fourth (4th), LI-COR LI-870 model field deployable respirometers and peripherals that can analyze trace levels of methane and carbon dioxide continuously and autonomously for up to three months in harsh, extreme, Arctic, and sub-Arctic environments. The respirometer must be capable of analyzing trace levels of methane (0-500 ppm) and carbon dioxide (0-20,000 ppm) continuously and autonomously with eight long-term chambers and the ability to extend the maximum number of chambers if needed. The new field deployable system must be weatherized and operate at temperatures between negative -20°C to 45°C.



The respirometers will be paired with existing LI-COR, Inc. field respirometers and peripherals to function as a system. ERDC-CRREL requires LI-COR, Inc. field deployable respirometers because they are fully interoperable with ERDC-CRREL’s existing network of LI-COR, Inc. field respirometers. This suite of respirometers will be used in remote Arctic and Sub-Arctic locations where they will be deployed in networks over field areas. The parts for any of the respirometers must therefore be fully interchangeable.



LI-COR, Inc. was identified during market research as the only vendor capable of offering a field deployable respirometer meeting the requisite specifications and interoperability requirements with CRREL’s existing LI-COR, Inc. respirometers. The existing respirometers were manufactured and supplied by LI-COR, Inc. LI-COR, Inc. is also the sole supplier in the USA for its respirometers.



The associated North American Industry Classification System (NAICS) code is 334516, which has a size standard of 1,000 employees.



This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
