Description

This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.



The solicitation number W913E523Q0021 is being issued as a request for quotation (RFQ).



The associated North American Industry Classification System (NAICS) code is 334519 – Other Measuring and Controlling Device Manufacturing, which has a size standard of 600 employees.



This requirement is 100% set aside for small businesses.



Requirement: The Contractor shall deliver a polarized long-wave infrared (LWIR) camera with operational band and pixilation and meeting the below minimum specifications:



Camera. The camera shall include the following technical attributes:






    • Operating band of 7.5 - 13 ± 2 microns and no less than 320 x 240 pixels.

    • Temperature: the capability to record temperature with an accuracy of
    • Polarization detection: the capability to record varying degrees of polarity.

    • Uncooled

    • UAV deployable: Weigh
    • GigE or USB interface

    • Wavelength: ~7.5 – 13 μm (± 2 μm)

    • Resolution: > 320 x 240 pixels

    • Field of View (FOV): >= 20o (minimum of 20 degrees, but anything larger would be desirable)

    • Operating T: 0o-50o C

    • Frame: > 10 Hz

    • Frame Rate: 30.0 frames per second

    • Lens: 20mm f/0.85 lens shall be included





Data Acquisition Unit. The camera shall include a data acquisition and interface system installed, with the software installed. Data acquisition software or a software development kit (SDK) meaning that the product should either have proprietary software to operate the product or an easily available SDK (tools to develop our own proprietary software). Features on the software shall minimally include:






    • Sensor Control

    • Integrated non-uniformity correction (NUC)

    • Integrated bad pixel replacement

    • Polarimetric NUC factory calibration

    • Data Acquisition

    • Live display during recording

    • Single-frame or multi-frame snapshot recording

    • Periodic and event-based recording

    • Polarimetric data: S_0, S_1, and S_2

    • Degree of Linear Polarization

    • Orientation

    • Common image processing filters





Environmental Enclosure. The camera shall include an environmental enclosure with the following attributes:






    • Weatherproof enclosure for the camera that can accommodate the 20mm lens.

    • Ingress Protection (IP) 66 rated

    • No on-board processing

    • Raw sensor data is transmitted to software via ethernet cable

    • 6' ethernet weatherproof pigtail provided

    • Supplied weatherproof RJ45 coupler to allow for extension up to 98 meters with customer supplied ethernet cable





Documentation. Operator’s Manual shall be provided.



Online Training/Customer Support. Training and customer support shall be provided. Training shall not exceed 4 hours.



Equipment Warranty: The offeror shall provide information explaining its equipment warranty and support policies to cover system problems or malfunctions. This information will not be used to evaluate offers.



Delivery Location: The quote shall include all costs for shipping and delivery of the required hardware to CRREL. Items under this procurement shall be delivered to the CRREL Hanover Office: CRREL, 72 Lyme Road, Hanover, NH 03755, Attn Jay Clausen. FOB Destination Applies to the entire procurement.



Acceptance and Invoicing: Be sure to carefully follow instructions in Section G, especially to include in the email CC line all the POCs listed in Section G during your invoice submission. Failure to include all these POCs may result in invoice rejection and/or delayed payment. Please immediately notify the TPOC and the Program Office POC if you experience any problems or delays during invoicing. Invoices shall only be issued by the vendor after CRREL has received and inspected the equipment.



Please reference the attached RFQ for instructions and applicable provisions and clauses. The following factors shall be used to evaluate offers:



i. Ability to provide a polarized LWIR camera system in accordance with Section C, Description of Requirement;



ii. Total quoted price.



Award will be made to the responsible offeror whose quote represents the lowest price technically acceptable.



FOB Destination: CRREL, Hanover, NH



Payment Terms: Net 30
