Synopsis: Notice of Intent to Award a Sole-Source Contract
Announcement Number: NC-NJ1000-23-00174
Project Title: Technical Support Services to Maintain/Improve Open Source Map Server & Map Services
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Norfolk, VA office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Geosolutions USA Corp. for acquisition of technical support to maintain and improve nowCOAST’s open source map server and map services to support NOAA’s Precision Marine Navigation and nowCOAST projects. The North American Industry Classification Code (NAICS) for this acquisition is 541511, Custom Computer Programming Services, with a business size standard of $34M.
Sole Source Justification
GeoSolutions USA Corp. is the only company with the knowledge, expertise and experience to provide the highly specified technical assistance needed by the National Ocean Service (NOS) nowCOAST Development Team as they apply, test, expand and troubleshoot the use of open source geospatial products, such as GeoServer, and GeoWebCache, as well as assistance with geospatial data processing in the AWS Cloud Environment. The development team for HURREVAC, a hurricane decision support tool for government emergency managers, administered by Federal Emergency Management Agency, US Army Corps of Engineers, and NOAA/National Weather Service National Hurricane Center uses GeoServer and runs on the AWS Cloud. HURREVAC was developed with the assistance of GeoSolutions USA Corp. and is also supported operationally by GeoSolutions USA Corp. If the service is not obtained from GeoSolutions USA Corp., then the setup, testing, and implementation of nowCOAST on AWS will be significantly delayed.
Special Notice
This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities. However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to robin.souza @noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EDT on April 14, 2023. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
