This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number W913E523Q0018 is being issued as a BRAND NAME request for quotation (RFQ).

The associated North American Industry Classification System (NAICS) code is NAICS 334516 – Analytical Laboratory Instrument Manufacturing which has a size standard of 1,000 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.

The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) requires two (2) Qiagen-brand automated DNA extractors to process environmental samples and cell cultures for DNA sequencing analysis to profile microbial communities and isolates. The automated DNA extractors are required to reduce human error by providing unbiased, consistent, and efficient extraction of DNA from samples. The automated DNA extractors must be fully compatible with the Qiagen DNA and RNA extraction kits currently used by CRREL in order to ensure continuity across legacy datasets.

Please reference the attached RFQ for instructions and applicable provisions and clauses.

The following factors shall be used to evaluate offers; 1) technical ability of offeror to provide the requested BRAND NAME supplies/services, and 2) price. Award will be made to the offeror whose quote represents the lowest price technically acceptable (LPTA) offer.
