Description

This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.



The solicitation number W913E523Q0002 is being issued as a request for quotation (RFQ).



The associated North American Industry Classification System (NAICS) code is 334220 – Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, which has a size standard of 1,250 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.



The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for three (3) low SWAP programmable radio receivers suitable for long-term field deployment in remote, cold locations without external heat or power and operating software.



The receivers must meet the following specifications:




  • The receiver (Rx) architecture must be a direct-conversion software-defined radio with an integrated embedded Linux computer for radio control, data collection and on-board data processing.

  • The RF front end must support variable operating modes: 2-channel phase coherent Rx or 1Rx + 1Tx. Primary RF connectors should be of type SMA.

  • RF tuning range must cover 70 MHz to 6 GHz

  • Analog-to-digital and digital-to-analog conversion must be at least 12 bits wide, and capable of sample rates up to 61.44 mega-samples per second.

  • Rx pre-selection filters are required, covering the full frequency range, on both Rx channels.

  • Rx noise figure must be 8 dB or less.

  • Software-based Rx gain controls are required, with both manual and automatic modes available

  • Transmitter (Tx) output power must be at least +13dBm below 2GHz and +10dBm above 2GHz

  • Integrated magnetic mount is required for rapid field installation/de-installation

  • Radio system must allow communications with the embedded Linux system through a USB-C port

  • Execute signal processing applications with an on-board field-programmable-gate-array (FPGA)

  • Interface and execute to a host platform over USB 3.0 on-the-go

  • Be able to operate within all RF and timing specifications at temperatures as low as -30º C.

  • Be able to real-time capture at least 40 MHz of radio-frequency bandwidth.

  • System must provide a GPS/GLONASS/GALILEO/SBAS receiver and GPS-disciplined oscillator for on-board location, timing (1 PPS) and frequency (10 MHz) reference signals. Additionally, the unit must have ports to allow external inputs of the same timing (1 PPS) and frequency reference (10 MHz) signals. GPS antenna port and software control must allow controlled application (on/off) of at least a 3.3VDC bias voltage to the GPS antenna.

  • System must provide a microSD card slot of for data backup and transfer, with the ability to work with microSD card capacities up to 1 TB.

  • Pre-selection filtering for at least four relevant frequency ranges within the overall frequency range

  • Total power consumption should not exceed 2 W when idle, and 3 W when receiving on one channel.

  • Input voltage range must cover at least 10 to 17 VDC to allow compatibility with solar power system supply.

  • Size (i.e. volume) should not exceed 9.3 cm x 7 cm x 2.1 cm

  • Accessories should include: mounting plate, power supply, compatible GPS antenna, a pre-imaged microSD card, and all necessary network/power/USB cables

  • Provide software-based control of: tuning frequency, recording bandwidth, receiving antenna port, internal gain and attenuation. The software must have library user space for configuring and streaming samples to/from the platform, as well as data storage access to the on-board file system.



Delivery to CRREL, 72 Lyme Road, Hanover, NH 03755 shall be included in quote.



Please reference the attached RFQ for instructions and applicable provisions and clauses. The following factors shall be used to evaluate offers; ability meet the required technical specifications for the radio receivers, and price. Award will be made to the offeror whose quote represents the lowest price technically acceptable (LPTA) offer.
