Description

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Sierra-Olympia Technologies, Inc. upon the basis of the authority provided at FAR 13.106-1(b).



ERDC-CRREL intends to procure two (2) Leonardo DRS BRAND Tenum 1280 long-wave infra-red (LWIR) cameras, meeting the specifications in the DOR, with cabling, interface modules, and hardware needed for use in the field for imagery collection to include via unmanned aerial vehicles (UAVs).



Requirement: The equipment required by CRREL shall fulfill to the following specifications:




  • Two (2) Leonardo DRS BRAND Tenum 1280 (one with a lens model attributes 60 deg HFOV & 12.8mm, and the second with lens model attributes 30 deg HFOV & 25mm)




  • 1080 x 1024 resolution cameras with lenses and HFOV as described above in the 8-14 um LWIR band, with a pixel pitch of 10 um.




  • The Tenum 1280 cameras shall be fully capable of being integrated into unmanned aerial vehicles (UAVs). Specifically, this means that the sensor shall be compatible with open source interfacing software to enable triggering synchronization, development of a centralized graphical user interface (GUI), and high repetition to minimize Doppler affects.



Sierra-Olympia Technologies, Inc. has been identified as the only source capable of fulfilling the Government’s requirement. The Leonardo DRS Tenum 1280 long-wave infra-red (LWIR) cameras is manufactured by Leonardo DRS, but Sierra-Olympia Technologies Inc. is the sole exclusive North American distributor for it. There are no other authorized resellers. CRREL has verified this information.



This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Telephone responses will not be accepted.



Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.



Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
